Before You Plan Your Postal Budget

Our thanks to long-time MCMA member Matt Morrone for this timely update.

If you are planning your Postage Budget for 2020 the increase would be about 2% for most products with a 4% for Marketing Mail Flats (e.g. catalogs and magazines that are not periodicals class).

One possible wrinkle is that the Postal Rate Commission (PRC) is in the middle of the 10-year mandatory review of the current system which uses the CPI to raise rates. There is no guarantee as to what they will decide but whatever it is I can safely state that some segment of the mailing community will not like it and challenge it. With that in mind, you can plan on the above for a good part of the year but be prepared for a larger increase later on.

When I get more information on the 10-year review mandated by the Postal Accountability and Enhancement Act (PAEA) I will pass it on. In the meantime, some highlights from the first nine months of the USPS fiscal year.

  • Net Loss of 1.2 billion for May compared to the planned loss of 524 million.

  • Net Loss of 5.2 billion YTD compared to the planned loss of 3.2 billion.

  • Total mail volume is down 4.2% compared to SPLY(same period last year).

  • First Class volume is down 2.8% compared to SPLY and revenue is down 1.75% compared to SPLY. This accounts for about 35% of total revenue and has the highest profit margin.

  • Periodicals volume is down 7% compared to SPLY and revenue down 6.1% compared to SPLY. This accounts for about 2% of total revenue.

  • Marketing Mail(Standard Mail) volume is down .5% compared to SPLY and revenue is up .4% compared to SPLY. This accounts for about 23% of total revenue.
